Animals Asia will be attending a conference in March 2010 to meet with the lawyers drafting this law and provide further input into its development.&lt;br /&gt;&lt;br /&gt;The development of a draft animal protection law is a unique opportunity to develop legislation to provide (at the very least) basic protection for animals across China and one which Animals Asia wishes to embrace for the benefit of all animals across the country.  &lt;br /&gt;&lt;br /&gt;The Chinese and international media are currently highlighting the possibility of the law including a ban on the consumption of dogs and cats within China. The current draft legislation allows individual provinces to ban the slaughter of dogs and cats within their own jurisdiction.&lt;br /&gt;&lt;br /&gt;After many years of campaigning for an end to this barbaric practice we are delighted that this issue is now being openly discussed within China.&lt;br /&gt;&lt;br /&gt;As with many issues this debate is polarized. Many people in China feel that the government should not protect one species of animal over another species; others feel that people should be provided with greater protection before animals, and an increasingly large section of society support moves to ban acts of animal cruelty such as the eating of dogs and cats.&lt;br /&gt;&lt;br /&gt;Through our Friends or Food programme our team in China has generated immense support for an end to the consumption of dogs and cats. Reports estimate that there are over 6000 restaurants in South Korea that have dog and cat on the menu.  Over 2 million dogs and cats are killed inhumanely each year in Korea to satisfy the craving to eat them.&lt;br /&gt;&lt;br /&gt;South Korea recently reclassified dogs as "livestock" to curb sanitation problems caused by illegal dog farming. Under the previous law it was illegal to butcher dogs and trade their meat for human consumption but that left no legal grounds to regulate dog meat in restaurants and  no way to regulate those who bred dogs for consumption. Under a new law large scale "dog farmers" must build facilities to handle the disposal of dog excretion and report the same to authorities.&lt;br /&gt;&lt;br /&gt;Dogs and cats bred as family companions are protected, but other dogs and cats that are purposefully raised for food or medicine are not protected at all. Apparently the only distinction is whether they are labeled a "pet animal" or a "food source".&lt;br /&gt;&lt;br /&gt;Under the new law, the Protective Act of 1991 is unraveled and now allows any animal abuser to bypass punishment by simply claiming the abused dog or cat was intended for meat or medicine. It is a popular belief that prolonged beatings, dismemberment, hangings, live boiling, and other brutal customs enhance the flavor and potency of the "meat".&lt;br /&gt;&lt;br /&gt;Please &lt;a href="http://www.gopetition.com/petitions/stop-the-torture-to-dogs-and-cats-in-south-korea.html"&gt;sign this petition&lt;/a&gt;
